Comments Due: August 29, 2026

Written comments on the proposal must be submitted to the docket for this rule by Saturday, August 29, 2026. There are several ways to provide written comments on the proposal, identified by Docket ID No. EPA-HQ-OAR-2026-0728:

Public Comment Opportunity

EPA invites public comment on the proposed rule, Amendments and Nonconformance Penalties for Model Year 2027 and Later Heavy-Duty Highway Engines and Amendments to Inducement Provisions for SCR-Equipped Diesel Engines which was announced on July 9, 2026 and will be published in the Federal Register under Docket ID number EPA-HQ-OAR-2026-0728. All comments received will be included in the public docket without change and will be made available for public inspection at Federal eRulemaking Portal, including any personally identifiable information provided.

Public Hearing

Public Hearing Dates

EPA plans to hold a virtual public hearing on Zoom for this proposed rule, Amendments and Nonconformance Penalties for Model Year 2027 and Later Heavy-Duty Highway Engines and Amendments to Inducements for SCR-Equipped Diesel Engines. The hearing is scheduled to occur on Wednesday, July 29th and conclude on Thursday, July 30th. An additional session may be held on Friday, July 31st if necessary to accommodate the number of testifiers that register by July 22, 2026.

  • On Wednesday, July 29th, the hearing will begin at 9AM EDT.
  • On Thursday, July 30th, the hearing will begin at 10AM EDT.

Public Hearing Registration

To register to listen or testify, please send an email to EPA-HD-MobileSource-Hearings@epa.gov. We will send you a registration form. Instructions for joining the hearing (zoom link and call-in number) and more information related to testifying, if applicable, will be provided to the email address given in the registration form. We ask that you complete the registration form by July 22, 2026 if you intend to testify or are requesting special accommodations. Please submit a separate registration form for each person testifying at the hearing.

To the extent possible, EPA will work to accommodate requests to register or testify received after July 22, 2026 though we may not be able to arrange accommodations without advance notice.

You can receive a link in advance of the public hearing by completing the registration form or you can request to join the hearing to listen by sending an email to EPA-HD-MobileSource-Hearings@epa.gov on the day of the hearing. There may be limited opportunities for attendees who were not previously registered to speak to provide testimony during the hearing.
