EPA is reviewing the Risk Management Program (RMP) rule in accordance with Executive Order 13990: Protecting Public Health and the Environment and Restoring Science To Tackle the Climate Crisis (EO 13990). In addition to accepting written comments, EPA held virtual public listening sessions on June 16, 2021 and July 8, 2021. The virtual public listening sessions provided interested persons the opportunity to present information, comments or views pertaining to the review of RMP regulation revisions completed since 2017 (including the 2017 Final Amendments to the RMP Rule and 2019 Final RMP Reconsideration Rule).

The Occupational Safety and Health Administration (OSHA) also participated in the listening sessions. OSHA administers the Process Safety Management (PSM) standard, which contains similar requirements to the RMP rule.

General Information

EPA held virtual public listening sessions about the RMP rule on June 16, 2021 and July 8, 2021. Verbal testimony was limited to three (3) minutes for each person. A verbatim transcript of the session is included in the docket for this action at http://www.regulations.gov (Docket ID No. EPA-HQ-OLEM-2021-0312).
