  • MOVES Greenhouse Gas Guidance: Using MOVES for Estimating State and Local Inventories of Onroad and Nonroad Greenhouse Gas Emissions and Energy Consumption (pdf) (916 KB, June 2024, EPA-420-B-24-023)
    This technical guidance describes how to use EPA's MOVES4 model to estimate greenhouse gas emissions and/or energy consumption from onroad and nonroad vehicles in a state or metropolitan area. This guidance replaces the June 2016 version that was previously available on this page.

    December 2024 Note: This guidance is based on MOVES4 but largely applies to the latest version of MOVES, MOVES5, with the exception of the new guidance for the AVFT fuels input found in the Please refer to Section 4.8.3 of the MOVES5 Technical Guidance for this input. Section 4.8 of the MOVES5 Technical Guidance includes more general information about the Fuels inputs that may be helpful.

    This information sheet highlights the transportation sector’s contribution to greenhouse gas emissions in the United States, discusses the development of GHG emissions inventories for the transportation sector, and provides insight into state and local government climate planning based on research that was conducted in 2023.
  • Motor Vehicle Emission Simulator (MOVES) is a state-of-the-science emission modeling system that estimates emissions for mobile sources at the national, county, and project level for criteria air pollutants, greenhouse gases, and air toxics.
  • EPA’s Estimating Emission Reductions from Travel Efficiency Strategies page contains information on EPA’s Travel Efficiency Assessment Method (TEAM) and case studies. TEAM is a methodology to estimate the potential greenhouse gas, vehicle miles travelled (VMT), and criteria pollutant emission reductions from travel efficiency strategies
