Rule Summary

These standards implement Section III of the Clean Air Act and are based on the Administrator's determination that asphalt processing and asphalt roofing manufacture cause or contribute significantly to air pollution, which may reasonably be anticipated to endanger public health or welfare. The intended effect is to require all new, modified, and reconstructed asphalt processing and asphalt roofing manufacturing facilities to use the best demonstrated system of continuous emission reduction considering costs, nonair quality health and environmental impacts, and energy, requirements.
