Final Rule - National Emission Standards for Hazardous Air Pollutants: Coal- and Oil-Fired Electric Utility Steam Generating Units Review of the Residual Risk and Technology Review

EPA finalized requirements to strengthen and update the National Emission Standards for Hazardous Air Pollutants for Coal- and Oil-Fired Electric Utility Steam Generating Units (EGUs), commonly known as the Mercury and Air Toxics Standards (MATS) for power plants, based on an evaluation of the residual risk and technology review (RTR). The RTR reflects recent developments in control technologies and the performance of these plants.  The final rule builds upon the highly successful and cost-effective health protections in MATS.

Based on its latest assessment of available control technologies, EPA is further limiting the emission of non-mercury HAP metals from existing coal-fired power plants. EPA is also tightening the emission standard for mercury for existing lignite-fired power plants to a level that is aligned with the mercury standard that other coal-fired power plants have been achieving under the current MATS. EPA’s final rule strengthens emissions monitoring and compliance. In addition, EPA is revising the startup requirements in MATS to assure better emissions performance during startup.
