Tribal Consultation Policy Implementation Guidance for EPA Region 1

EPA Region 1 developed this guidance document to establish regional procedures to facilitate consultation with the ten federally recognized tribes within Region 1 under the EPA Policy on Consultation and Coordination with Indian Tribes issued on May 4, 2011. These tribes include the Mashantucket Pequot Tribal Nation, the Aroostook Band of Micmacs, the Houlton Band of Maliseet Indians, the Passamaquoddy Tribe of Indians: Indian Township Reservation, the Passamaquoddy Tribe of Indians: Pleasant Point Reservation, the Penobscot Indian Nation, the Mohegan Tribe, the Mashpee Wampanoag Tribe, the Wampanoag Tribe of Gay Head (Aquinnah), and the Narragansett Indian Tribe.

    The goals of this guidance document are to: (1) establish clear EPA Region 1 procedures for the tribal consultation process, including defining the “why, what, when, and how” of tribal consultation; (2) identify roles and responsibilities of those involved in tribal consultation to promote consistency in, and coordination of, the consultation process; and (3) establish oversight and reporting processes to strive for regional accountability and transparency.
