Arizona received UIC Primacy on October 15, 2025. EPA transferred all AZ UIC inventory (except for inventory on Indian lands) and permits to ADEQ.

ADEQ re-issued the Florence Copper Project Class III UIC permit for in-situ production of copper in January 2026, known as the State of Arizona UIC Permit No. P-515167, LTF 112590, Place ID 1579. The new State Permit continues to require all Florence Copper Project activities to be carried out in accordance with the Programmatic Agreement and the Historic Property Treatment Plan, pursuant to Section 106 of National Historic Preservation Act and Part II.M of the Permit. EPA continues its role as lead agency ensuring implementation of these requirements.
