EPA Requires County of Hawaii to Close Large Cesspools in Pahala and Naalehu

County of Hawai’i Administrative Order on Consent; Closure of Cesspools in Pāhala and Nāʻālehu

EPA is advising the public that we are withdrawing the February 2020 Finding of No Significant Impact for the Pāhala Community Large Capacity Cesspools Closure Project.

A portion of the Pāhala community is served by two LCCs which are owned by the County of Hawai‛i and operated by the Department of Environmental Management. LCCs dispose of raw sewage in the ground and are a public health and environmental concern. Federal law requires the closure of all LCCs.

In February 2020, EPA and the County issued a joint  Final Environmental Assessment for the Pāhala Large Capacity Cesspool (LCC) Replacement Project - Volume 1 [February 2020] (pdf) (5.48 MB, February 2020) . EPA’s Finding of No Significant Impact for the Pāhala Community Large Capacity Cesspools Closure Project [February 2020] (pdf) (264.86 KB, February 20, 2020)  has been withdrawn because the County no longer intends to use EPA grant funds for the selected alternative.
