2024 Roadmap to a Secure and Resilient Water and Wastewater Sector

In 2009, the Water Sector Coordinating Council (WSCC) and Water Government Coordinating Council (WGCC) released the first Roadmap to a Secure and Resilient Water Sector, which identified the joint priority activity areas needed to improve Water and Wastewater Sector resilience. The WSCC and WGCC produced updated Roadmaps in 2013 and 2017 to reflect Sector progress and changes in conditions since publication of the previous versions.

In 2023, the WSCC and WGCC chartered a Strategic Roadmap Work Group to update the 2017 Roadmap. The Work Group included representatives from national water and wastewater associations, water and wastewater utilities, EPA, and the Cybersecurity and Infrastructure Security Agency (CISA). The 2024 Roadmap reflects the Work Group’s efforts to review key threats and vulnerabilities of the Water and Wastewater Sector, identify gaps in capabilities relative to the key threats and vulnerabilities, and formulate priority activity areas and associated near- and mid-term actions to address those gaps.
