Justifications and Approvals to Limit Competition under Certain Procurements

The goal in federal contracting is to provide for full and open competition under every procurement. In some instances, it will be necessary to limit competition based on the specific circumstances. In those cases, the Federal Acquisition Regulations (FAR) requires the preparation and approval of a justification that clearly identifies the applicable statutory authority and explains the rationale for why competition has to be limited under that procurement. 

Visit the Federal Business Opportunities website (Select Agency: Environmental Protection Agency) to locate the following information:

  • Brand-name justifications (FAR 6.305, 13.105, and 13.501)
  • Justifications limiting competition (FAR 6.305, 13.501, and 19.808)
  • Limited Sources Justifications (FAR 8.405)
  • Exceptions to the Fair Opportunity Process (FAR 16.505).
