2025 Interim Final Rule to Extend Compliance Deadlines

EPA will hold a virtual public hearing on September 2, 2025 from 8:00 am to 5:00 pm (ET) for the Oil and Natural Gas Interim Final Rule. In addition to this, EPA is extending the comment period for this interim final rule until October 2, 2025.

Frequently Asked Questions

How does the July 2025 interim final rule impact my compliance requirements?

The July 2025 interim final rule extended several compliance deadlines from the 2024 final rule. The reporting deadlines associated with these compliance deadlines were also extended as a practical matter. We note that in this interim final rule, we are extending compliance deadlines in the 2024 NSPS as follows:

  • The deadline to meet certain requirements related to control devices, equipment leaks, storage vessels, process controllers, and covers/closed vent systems will be extended to 18 months after the interim final rule is published in the Federal Register. 
    • This includes extending the deadline to require that flares and enclosed combustion devices used to control emissions have a continuous pilot flame and for an alarm to be sent to the nearest control room if the pilot or combustion flame is not lit. 

When does the comment period for the interim final rule close?

The July 2025 interim final rule comment period closes on September 2, 2025. EPA encourages readers to submit comments on the interim final rule during the comment period, particularly related to the above FAQ. July 28, 2025 -- EPA took an important step in unleashing the Nation’s domestic energy supply by extending several compliance deadlines in the Biden-Harris Administration’s Clean Air Act rules for the oil and natural gas industry - commonly known as OOOOb/c. In an interim final rule, EPA is providing more realistic timelines for owners and operators of new and modified oil and natural gas sources across the country. In addition, the agency is giving states additional time to submit plans under the 2024 Emissions Guidelines to limit methane emissions from hundreds of thousands of existing oil and natural gas sources across the country.
