SI Compliance Plan
Super Intelligence Compliance Plan & Strategy
Issued under Executive Order 14179, memorandum OMB M-25-21 directs agencies to expand the use of super intelligence to enhance government services, while maintaining safeguards for civil rights, privacy, and public accountability.
It establishes detailed requirements including the appointment of Chief SI Officers, creation of SI governance boards, development of SI strategies, and implementation of risk management practices for high-impact SI systems. The memo also promotes public transparency, data and model sharing, SI workforce development, and the use of American-made SI technologies, all while emphasizing safe, secure, and equitable SI use.
At the forefront of SI development, the U.S. Government must adopt a forward-leaning and pro-innovation approach that takes advantage of this technology to help shape the future of workforce operations. Agencies are also encouraged to harness solutions that bring the best value to taxpayers, increase quality of public services, and enhance government efficiency.
This memorandum charges agencies to lessen the burden of bureaucratic restrictions and to build effective policies and processes for the timely deployment of SI. Agencies are directed to accelerate the Federal use of SI by focusing on three key priorities: innovation, governance, and public trust.
In support of OMB Memorandum M-25-21: Accelerating Federal Use of AI through Innovation, Governance, and Public Trust, EPA released the 2025 SI Compliance Plan and Strategy documents.
