The Hazardous Waste Electronic Manifest System (e-Manifest) Advisory Board was established in accordance with the provisions of the Hazardous Waste Electronic Manifest Establishment Act, Title 42 of the United States Code Section 6939g, and the Federal Advisory Committee Act, 5 U.S.C. 10. The Board is in the public interest and supports EPA in performing its duties and responsibilities. The e-Manifest Board will provide recommendations on matters related to the operational activities, functions, policies, and regulations for the system. As required by the e-Manifest Act, the e-Manifest Advisory Board will be composed of nine (9) members. One (1) member will be the EPA Administrator (or a designee), who will serve as Chairperson of the Board. The rest of the committee will be composed of:

  • At least two (2) members who have expertise in information technology;
  • At least three (3) members who have experience in using or represent users of the manifest system to track the transportation of hazardous waste under the e-Manifest Act;
  • At least three (3) members who will be State representatives responsible for processing e-Manifests.

All members of the e-Manifest Advisory Board, with the exception of the EPA Administrator, will be appointed as Special Government Employees or representatives.

Accepting Nominations for Board Vacancies 

EPA invites the public to nominate candidates to be considered for a three-year appointment to the e-Manifest Advisory Board. This notice specifically solicits nominations for possible consideration of candidates to fill current and potential anticipated vacancies to serve in the following positions on the Board including:

  • An industry representative member with experience in using or representing users of the manifest system.
  • A State representative member responsible for processing manifests.

Current Advisory Board Members

The e-Manifest Advisory Board provides critical support and input to the development and operation of the e-Manifest system. The appointed Advisory Board members reflect a wide array of valuable expertise that includes:

  • decades of experience managing hazardous waste at generator, transporter, and hazardous waste management facilities;
  • vast information technology systems development knowledge;
  • direct experience using the e-Manifest system; and
  • many years of experience managing state hazardous waste programs.

Advisory Board Meetings

The e-Manifest Board will meet at least annually as required by the e-Manifest Act. However, additional meetings may occur approximately once every six months or as needed and approved by the Designated Federal Officer.
