The following job aids were designed to provide a high-level overview of tasks performed in OTAQREG.

Biogas Registration Process

Biogas producers, renewable fuel producers (i.e., renewable natural gas producers), and RNG RIN separators may refer to the appropriate scenario below for the respective job aid that will guide them through registration.

If you are a new user in OTAQREG:

All EPA Fuels Program registration and reporting systems are accessed through the EPA’s Central Data Exchange – the Agency’s electronic reporting site. For instructions on how to create a CDX Account, see: Creating a CDX Account.

To link with existing companies, new users can request a “user association.” For instructions on creating a user association, see: How to Become a Delegated User of a Registered Company in OTAQREG (pdf) (352 KB, June 2018, EPA-420-B-18-032) located on the Job Aids for Fuels Registration System (OTAQREG) page.

For companies not yet registered in OTAQREG:

If your company (biogas producer or renewable natural gas producer) is not yet registered in OTAQREG, you will first need to submit a New Company registration which includes the Initial Registration Submission business activity as the only business activity under the Renewable Fuel Standard program.

Once this New Company request is activated by EPA, a Professional Engineer will be able to associate to your company and then submit the necessary supplemental documentation through the Engineering Review webform as part of a Company Program Type request (Scenario 1 or 4 depending on your company’s business activity).

SCENARIO 1: The biogas producer has registered their company in OTAQREG with the Initial Registration Submission business activity and has been activated by EPA. The company is ready to update their registration with the Biogas Producer business activity and submit the engineering review with necessary supplemental documentation.

NOTE: The actions completed in this job aid can be followed by Scenario 2 and Scenario 3.

SCENARIO 2: The biogas producer has registered their company in OTAQREG with the Biogas Producer business activity and the appropriate facilities and biogas pathways. The quality assurance plan provider has submitted the pathway-specific plan for the biogas pathway and it has been activated by EPA. The biogas producer is ready to associate with the QAP provider via OTAQREG.

SCENARIO 3: The biogas producer has registered their company in OTAQREG with the Biogas Producer business activity and the appropriate facilities and biogas pathways.

SCENARIO 4: The renewable natural gas (RNG) producer has registered their company in OTAQREG with the Initial Registration Submission business activity and has been activated by EPA. The company is ready to update their registration with the Renewable Fuel Producer business activity and submit the engineering review with necessary supplemental documentation.
