Below is a diagram that shows the process to create, submit, and activate a Quality Assurance Plan. It shows the interaction between the OTAQ Registration System, the EPA Moderated Transaction System, and EPA.

- In OTAQREG, the QAP Provider creates a new QAP company.
- In OTAQREG, the QAP Provider enters Qualification information, General Plan, and Pathway-specific Plan(s) for new QAP company.
- EPA reviews QAP Plan/Pathway(s).
- If the QAP Plan is not ready for activation, EPA rejects QAP Plan/Pathway(s) with explanation and the QAP Provider goes back to step 2.
- If the QAP Plan is ready for activation, EPA activates QAP Plan/Pathway(s) and the QAP Provider proceeds to step 4.
- In OTAQREG, the QAP Provider requests association between new company and Fuel Producer.
- In OTAQREG, the Fuel Producer accepts association for specific fuel pathway(s).
- In EMTS, the Fuel Producer generates Q-RINs for pathways with active QAP association.
- In EMTS, the Fuel Producer can transact Q-RINs.
