What are Tribally Developed Indicators?

Tribally developed indicators are GAP capacity indicators that have been proposed by GAP recipients and approved by EPA. Like EPA developed indicators, Tribally developed indicators must be associated with an EPA statute, such as the Clean Water Act or Clean Air Act. If a Tribe decides to develop their own indicator because the list of EPA developed indicators does not capture the work that their GAP grant is doing, they can submit a new measure for approval by using the Tribally Developed Indicator Form. This form has three components that must be completed.

  • The proposed indicator text is a one sentence description of the capacity development milestone.
  • A completeness definition is a one sentence description that makes it clear to EPA and Tribes how completion of the milestone is accomplished.
  • Additional information text box can be helpful to explain why it’s important to add this milestone to the list of indicators.

How to access the Tribally Developed Indicator Form?

You can submit a Tribally Developed Indicator Form two different ways:

Why use the form?

  • EPA utilizes GAP capacity indicators to measure how well GAP is achieving its statutory purpose which is to build Tribal environmental capacity related to EPA programs.
  • While extensive coordination was done between EPA and Tribes to develop and review the current list of GAP capacity indicators, a Tribe may want to submit a proposal for a new GAP capacity indicator if:
    • There are no other similar indicators in the 2022 GAP Capacity Indicator list;
    • The indicator represents a significant milestone of environmental program capacity;
    • The capacity needed to achieve the indicator can be achieved with GAP funding.

What happens after a form is submitted?

  • Once a Tribe submits the form, it goes through an EPA review process at the regional and national level.
  • If an indicator is approved, it will be incorporated into EPA’s GAP performance management approach and added to the official list of GAP capacity indicators for any Tribe to use in the future.
  • It’s likely that EPA will edit the proposed indicator text or completeness definition to ensure consistency with the full suite of indicators.
