General Conformity Training Modules

This training is divided into four modules so you can go directly to the information you want on the General Conformity Regulations.

  • The Basics - Intended for top agency managers and the general public.
    Module I provides an overview of the program's purpose, content of the regulations, design of the program, legal requirements, and relationship to other environmental programs.
     
  • The Key Concepts - For program managers and others who need a working knowledge of the program.
    Module II provides information on preparing the applicability analysis to decide whether a Federal activity is subject to the requirements of General Conformity; provides a roadmap of the conformity evaluation process; includes requirements for determining General Conformity; and instructions for reporting a final evaluation to various State, Tribal, federal, and local governments; and for public review and comment.
     
  • Details - Instructions and guidelines for preparing a General Conformity evaluation. 
    Module III contains detailed information on evaluating conformity including emission calculations, requirements for associated programs, and special situations.
     
  • Roles and responsibilities - State and Tribal requirements and responsibilities.
    Module IV provides information on State and Tribal roles and responsibilities in the evaluation of General Conformity.

The regulations apply to Federal actions taken or started by federal agencies of the federal government and may refer to non-federal organizations that need to obtain grants, permits, approvals, etc., and those that must provide the technical information necessary for the agencies to document its General Conformity evaluation.  

Individuals and organizations preparing technical documents and demonstrations for a federal agency should follow the directives of that agency.
