Inflation Reduction Act Environmental and Climate Justice Program
The Environmental and Climate Justice Program (ECJ Program), created by the Inflation Reduction Act (IRA) under Clean Air Act (CAA) Section 138, provides funding for financial and technical assistance to carry out environmental and climate justice activities.
Congress has appropriated $2.8 billion for financial assistance, and $200 million for technical assistance, to implement this new program at the EPA. EPA must award grants and technical assistance under the ECJ Program by September 30, 2026.

Community Change Grants Program (Community Change Grants)
EPA’s Community Change Grants program (Community Change Grants) provides approximately $2 billion dollars in Inflation Reduction Act funds in environmental and climate justice activities.
Thriving Communities Grantmaking (TCGM) Program
The Thriving Communities Grantmaking (TCGM) Program is a competition to select multiple Grantmakers around the nation to reduce barriers to the federal grants application process communities face and increase the efficiency of the awards process for grants.
Collaborative Problem-Solving (CPS) Cooperative Agreement Program
The Collaborative Problem-Solving (CPS) Cooperative Agreement Program provides financial assistance to eligible organizations working to address local environmental or public health issues in their communities.
Government-to-Government (G2G) Program
The Government-to-Government (G2G) program provides funding at the state, local, territorial, and tribal level to support government activities that lead to measurable environmental or public health impacts in communities burdened by environmental harms.
UPLIFT Climate and Environmental Community Action Grant
The UPLIFT Climate and Environmental Community Action Grant provides approximately $2.5 million in funding to support the collaborative work of communities and institutions of higher education to advance community-driven projects, strengthen climate resilience and build capacity for communities to tackle environmental and climate challenges.
