EPA Proposes Plan for Former Manufactured Gas Plant Site in Green Bay, Wisconsin

Agency to hold July 15 public meeting and hearing to discuss proposed plan and accept public comments. Comment period ends July 31.

CHICAGO (July 1, 2026) – Today, U.S. Environmental Protection Agency (EPA) proposed a long-term plan to control and monitor contaminated sediment, clay, and surface water at the Wisconsin Public Service Corp. Green Bay Manufactured Gas Plant site located at 700 N. Adams St. in Green Bay, Wisconsin.

The former manufactured gas plant began operating in 1871, converting coal and oil into gas for heating and lighting until the late 1940s. Plant operations contaminated soil, sediment, and groundwater at the site with volatile organic compounds, polynuclear aromatic hydrocarbons, metals, and cyanide. 

The company, under EPA oversight, previously removed contaminated sediment and installed a cap over remaining contaminated sediment and clay. EPA's proposed plan includes controls for use of the site and long-term monitoring to ensure the cap remains effective and continues to prevent exposure to remaining contamination.

Public comments will be accepted through July 31. Members of the public can submit their comments in the following ways:

    The meeting will start with a presentation followed by a question-and-answer session. After the Q&A, a court reporter will be present to record official comments. Written comments will also be accepted at the meeting.
