Who issues NPDES permits in Region 8?

EPA Region 8 serves Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming. The NPDES permitting authorities for states and tribes within Region 8 are listed below.

Colorado

EPA issues NPDES permits on tribal lands and federal facilities in Colorado. EPA has delegated authority to issue other NPDES permits to the Colorado Dept. of Public Health & Environment.

Montana

EPA issues NPDES permits on tribal lands in Montana. EPA has delegated authority to issue other NPDES permits to the Montana Dept. of Environmental Quality.

North Dakota

Applying for an NPDES permit in Region 8

To apply for an NPDES permit on tribal lands in Region 8 or for a federal facility in Colorado, follow the applicable links below. Eligibility criteria for a general permit are included in the general permit documentation.

Pretreatment in Region 8

EPA Region 8 also provides oversight to delegated pretreatment programs in North Dakota, South Dakota, and Utah, and directly implements the pretreatment programs in Colorado, Montana, and Wyoming. Useful Region 8 pretreatment example documents are below:

Whole Effluent Toxicity (WET) Laboratory Reporting

The Region 8 NPDES WET Laboratory Reporting tool is a Microsoft Excel based form for use by WET laboratories to report bench data. This tool contains multiple tabs, macros (must enable content when opening for full functionality), drop-downs, and fillable fields to enable laboratory personnel to more easily complete WET reporting needs for NPDES permittees. The tool is protected to enable the fields to properly function; however, there is no password set if laboratories would like to use it as a template and further customize it for their needs.
