Public Notice: Opportunity to Comment on Draft Permit for the General Services Administration Downing Reservoir Groundwater Treatment System in Colorado
Summary
The EPA Region 8 (located at 1595 Wynkoop Street, Denver, CO 80202) intends to issue a National Pollutant Discharge Elimination System (NPDES) permit under the authority of Section 402 of the Clean Water Act.
Activity
Discharge of treated groundwater from the General Services Administration Downing Reservoir Groundwater Treatment System (the Facility) to McIntyre Gulch. The Facility does not have a physical address, but is located in a white Conex adjacent to the Downing Reservoir on the Denver Federal Center campus in Lakewood, CO. The Facility’s discharge point (Outfall 001A) is located at approximately 39.7172° N and longitude 105.1105° W. The Facility treats groundwater contaminated with chlorinated solvents and other compounds associated with a former leaking underground storage tank. Authorization for discharge is limited to only the outfall specifically listed in the permit.
Public Comments
Comment period ends 30 calendar days after the date of publication of this notice. Any interested person may submit comments on the draft permit. All comments received prior to the end of the comment period will be considered in the formulation of any final permit determination and will be part of the administrative record. Any commenter may request a public hearing and the EPA will hold a hearing if the response to this notice indicates significant public interest. The EPA is also requesting comments on the possible adverse effects of reissuing the permit on historic properties and/or cultural resources in the area.
