EPA Region 2 Polychlorinated Biphenyls

EPA Region 2 implements the regulations for the processing, distribution, use, cleanup, storage, and disposal of PCBs under the Toxic Substances Control Act (TSCA) in New York, New Jersey, Puerto Rico, and the U.S. Virgin Islands, and also provides support for TSCA compliance.

Procedure for Submission of a PCB Cleanup Plan

Follow the procedures below for submission of a PCB cleanup plan under Title 40 of the Code of Federal Regulations (CFR) section 761.61 or 761.62:

  1. Prepare a cover letter addressed to:

    U.S. Environmental Protection Agency Region 2
    290 Broadway, 25th Floor
    New York, New York 10007-1866
  2. Submit an electronic version of the cover letter along with the PCB cleanup plan, via email, to Region2_PCB_Cleanup@epa.gov. You may share a link to a large file (preferably linked to a OneDrive file share).
  3. If the site is located in New York State, please additionally notify Mr. William Ottaway (at william.ottaway@dec.ny.gov) of the New York State Department of Environmental Conservation or if the site is located in New Jersey, please additionally notify Ms. Amanda Gettelfinger (at amanda.gettelfinger@dep.nj.gov) of the New Jersey Department of Environmental Protection. Also notify the county or local environmental protection agency of the submittal, pursuant to 40 CFR section 761.61(a)(3).
