As with all regulated public water systems in Hawaiʻi, the Hawaiʻi Department of Health (DOH) has oversight of the reactivation process as the drinking water primacy agency for the state of Hawaiʻi. On February 7, 2025, DOH conditionally approved the reactivation of the Navy Aiea Halawa Shaft. The letter (pdf) outlines 12 conditions that the Navy should meet to reactivate the shaft. EPA provides technical assistance by reviewing work plans and reports. DOH is responsible for ensuring that all public and private drinking water suppliers comply with state and federal drinking water standards.
