Why does it take so long before laboratory reports are finalized?
The regulatory agencies require the Navy to follow a rigorous, step by step quality assurance process, increasing the time to produce the final report. Following the 2021 releases at Red Hill, regulators required much more frequent sampling, which created a surge in samples and led to a backlog in sample processing and reporting.
What happens between sampling and a final, validated report
- The lab assembles a Level 2 or Level 4 package, which includes results plus quality control summaries, calibration records, chain‑of‑custody, and raw instrument data. When required, level 4 packages add additional details but also additional time.
- A third party reviews the full package against strict EPA and Department of Defense standards. Any quality control issues must be resolved, sometimes including reruns, before approval.
How we keep decisions moving while validation continues
Regulators review preliminary (unvalidated) data early to spot potential issues and guide interim actions. These early results are clearly labeled as preliminary; final decisions rely on the fully validated data set.
