The Office of Civil Rights and Adjudication is responsible for the following:

  • Providing advice and guidance to the EPA Administrator and Deputy Administrator, as well as other senior leadership in EPA’s program and region offices regarding civil rights matters, as well as managers, supervisors, and employees.
  • Ensuring EPA compliance with equal employment opportunity laws, including issuing Final Agency Decisions.
  • Ensuring compliance with external civil rights laws by recipients (and applicants) that receive federal financial assistance from EPA.
  • Managing EPA employee and applicant requests for accommodations (modifications or change in work environment or way job is performed) based on disability or religion.
  • Carrying out the policies and procedures that impact small or socioeconomic businesses during any direct contracting opportunities within EPA.
  • Administering EPA’s Conflict Prevention and Resolution Center.
  • Analyzing civil rights data and managing OCRA’s business operations.
  • Adjudicating complaints and administrative appeals alleging discrimination by applicants for and recipients of federal financial assistance from EPA and other environmental laws that EPA administers.

Organization

The Office of Civil Rights and Adjudication contains seven divisions: Accommodations Division; Administrative Law Judges Division; Advice, Conflict Resolution, and Data Division; Environmental Appeals Board Division; Equal Employment Opportunity Division; External Civil Rights Division; and Small and Disadvantaged Business Utilization Division. The Administrative Law Judges Division and the Environmental Appeals Board Division are independent divisions given the sensitivities of the work those two divisions perform.
