Access CDR Data
EPA has collected Chemical Data Reporting (CDR) data from manufacturers (including importers) approximately every four years since 1986. CDR was originally called Inventory Update Reporting (IUR). Information from the past CDR/IUR collections and resources to help you understand and use the data are provided below.

More About the 2006 IUR
IUR requirements changed substantially beginning with the 2006 reporting. The changes included:
- Changes that impacted the need to report:
- Added reporting for inorganic chemicals (in addition to organic chemicals) and removed the requirement to report certain forms of natural gas,
- Raised the production volume threshold that triggers reporting from 10,000 pounds to 25,000 pounds, and
- Changed the period for which reporting is required from a corporate fiscal-year basis to a calendar-year basis.
- Additional required information about manufacturing:
- Number of workers reasonably likely to be exposed to the chemical substance at the site of manufacture or import,
- Physical form(s) of the substance as it leaves the submitter's possession,
- Percentage of the total production volume associated with each physical form, and
- Maximum concentration of the chemical substance at the time it is reacted on site to produce a different chemical substance or as it leaves the site where it is manufactured or imported.
- Addition of processing and use information for chemicals produced in amounts equal to or greater than 300,000 pounds.
- Certain listed chemicals are partially exempted from IUR, which means that the processing and use information is not required for those listed chemicals (although the manufacturing information is required).
- For 2006 reporting only, the processing and use information was not required for inorganic chemicals.
- New data elements included:
- Type of processing or use operation,
- NAICS codes that best describe the industrial activities associated with the processing or use,
- Industrial functions of the chemical substance during the processing or use operation,
- Percent production volume, number of sites, and number of workers associated with each processing or use/NAICS/industrial function combination,
- Commercial and consumer uses,
- Indication of the presence of the substance in consumer products intended for use by children,
- Percent of production volume associated with each commercial or consumer use, and
- Maximum concentration associated with each commercial or consumer use.
2002-1986 IUR Data
Before the 2006 IUR, reporting was much more limited in scope. Reported information covered organic chemicals manufactured (including imported) in volumes of 10,000 pounds or more at an individual site. Only basic manufacturing data, such as a chemical's production volume, was included; information on inorganic chemicals or about chemical processing and use was not yet required.
More About the Data
- The .zip file contains an access database with three tables:
- 'IURALLPVs' contains chemical-specific nationally aggregated production volume data for all reporting cycles between 1986 and 2006.
- 'IUR-02' includes company, site, and manufacture/import information for the 2002 IUR collection.
- 'IUR-98' includes company, site, and manufacture/import information for the 1998 IUR collection.
- For the 1986, 1990, and 1994 IUR collections, parent company and site-specific information was not released publicly.
- For reporting years 1986 to 2006, the production volumes reported occurred in either the calendar year or corporate fiscal year preceding the submission year (e.g., 1985 for 1986). Data for intervening years were not reported.
