Circular Economy Implementation Plan Online Platform

This platform contains the initial actions EPA is taking to implement the "National Recycling Strategy", the "National Strategy for Reducing Food Loss and Waste and Recycling Organics," and the "National Strategy to Prevent Plastic Pollution."

EPA is implementing the circular economy strategies in three main ways:

  1. EPA grant programs and initiatives. With funding provided by the Infrastructure, Investment and Jobs Act, EPA developed and launched two new waste prevention, reuse, and recycling grant programs that support implementation of the actions in the circular economy series: The Solid Waste Infrastructure for Recycling Grant Program and the Recycling Education and Outreach Grant Program. EPA is also funding collaborative efforts to develop battery collection best practices and battery labeling guidelines.
  2. Federal agency collaboration. EPA is working with other federal agencies to implement actions that advance shared priorities, such as recycling municipal solid waste, preventing and reducing food waste, improving battery collection and recycling, and preventing plastic pollution.
  3. Existing EPA programs. Each fiscal year, EPA integrates activities that support implementation of the circular economy strategies into its waste minimization and recycling program.

EPA updated this platform on November 21, 2024. As EPA finalizes subsequent circular economy strategies, this platform will reflect those additional actions. EPA also intends to update this platform on a quarterly basis.

Joplin Regional Recycling Outreach (pdf) Missouri The Joplin Regional Recycling Outreach project is a three-year campaign focused on further expanding recycling awareness and encouraging behavioral changes through educational programs. National Recycling Strategy NRS B: Increase Collection and Improve Materials Management Infrastructure Battery Labeling Guidelines Nationwide Throughout 2024, EPA will host a series of working sessions across the battery life cycle to inform the development of voluntary guidelines for battery labeling. These labeling guidelines will be designed to improve battery collection by: Identifying battery collection locations and increasing accessibility to those locations; promoting consumer education about proper battery management; reducing safety concerns relating to improper disposal of batteries. National Strategy to Prevent Plastic Pollution NSPPP B: Innovate Material and Product Design EPA Comments on FTC Green Guides Nationwide EPA provided comments to the FTC on the Green Guides, which were issued for public comment in late 2022. National Strategy to Prevent Plastic Pollution NSPPP A: Reduce Pollution from Plastic Production Memorandum of Understanding Between EPA and the Mississippi River Cities and Towns Initiative Arkansas; Kentucky; Illinois; Iowa; Louisiana; Minnesota; Mississippi; Missouri; Tennessee; Wisconsin EPA signed a Memorandum of Understanding (MOU) with the Mississippi River Cities and Towns Initiative (MRCTI) to sustainably manage waste and materials and prevent and reduce plastic pollution in the Mississippi River corridor. It aims to help communities in the River corridor demonstrate the positive impact solid waste and water quality improvements made within the communities can have on the environment and accelerate the reduction of plastic pollution. National Recycling Strategy NRS D: Enhance Policies and Programs to Support Circularity Creating a Framework to Measure the Social Cost of Waste: An Analysis of Select Externalities related to the Disposal of High-Density Polyethelene (HDPE) Plastics Nationwide EPA is developing an analysis to (1) estimate the combined value of select impacts that waste management, specifically related to the disposal of high-density polyethylene, or HDPE, can have on communities (including health effects from air emissions, noise, traffic, and other factors) and (2) measure and communicate how these impacts can vary and concentrate across communities. National Recycling Strategy NRS D: Enhance Policies and Programs to Support Circularity National Academy of Sciences Study: Costs and Approaches for Municipal Solid Waste Recycling Programs Nationwide As directed in EPA's fiscal year 2022 annual appropriations, EPA is providing the National Academy of Sciences, Engineering and Medicine (NAS) with funding to estimate the infrastructure investment required to update and modernize material recovery infrastructure in the U.S., improve consumer recycling education, and provide all citizens with equivalent access to recycling services on par with access to trash disposal. The scope of the study includes the following commonly-recycled materials: ferrous metal cans, nonferrous metal beverage containers, aluminum foil, paper, cardboard/boxboard, glass, plastics #1 and #2, food waste, and yard waste. This study includes an analysis of the cost of final disposal as well as the value of recoverable components of these items. Research Study and Recommendations for an Extended Producer Responsibility Framework for Batteries and Other Materials Nationwide EPA is working with the Department of Energy to research and examine the effectiveness of EPR frameworks for various materials to develop recommendations for an EPR framework that can be used for batteries. National Recycling Strategy NRS B: Increase Collection and Improve Materials Management Infrastructure Battery Collection Best Practices Nationwide EPA aims to develop collection best practices that cover a wide array of small, medium (or mid-), and large format battery chemistries (lithium-ion, nickel-cadmium, etc.) and uses (consumer products, e-scooters, electric vehicles, industrial storage). The collection best practices will identify best practices for communication and outreach, collection locations, transportation, measuring progress, and other important elements.Throughout 2024, EPA will host a series of working sessions to inform the development of best practices for state, Tribal, and local governments to collect end-of-life batteries for recycling. As specified in the BIL, the best practices must: be technically and economically feasible for state, Tribal and local governments; be environmentally sound and safe for waste management workers; and optimize the value and use of material derived from the recycling of batteries. Adak Island Solid Waste and Recycling Program (pdf) Alaska The Aleut Corporation will establish a solid waste and recycling program on Adak Island. They will work with the City of Adak to implement and sustain a municipal solid waste, construction and demolition debris collection and storage program. They will identify a recycler off island who will accept the collected materials for processing. Specifically, they will revive Adak Island's current baler building facility and buy equipment to collect, compress, store, and ship waste materials for reuse and recycling. This will allow The Aleut Corporation to clean up Adak Island, establish a sustainable solid waste and recycling program, and restore the fragile island ecosystems impacted by waste mismanagement. Alabama Department of Environmental Management (pdf) Alabama Alabama will update its Plan for Boosting Residential Material Recovery and Recycling in Alabama to serve as a guide for creating a circular economy. Alabama also will update its solid waste management plan to include resiliency plans and a framework for a comprehensive disaster debris stream management plan. In addition, Alabama will update recycling regulations to enhance requirements for reporting and monitoring of recycling efforts, increasing diversion rates. The reporting systems will be streamlined to accurately reflect recycling efforts and encourage consistent and accurate reporting across all regulated recycling facilities. Alabama also will undertake regular solid waste management progress reporting and troubleshooting, enhanced solid waste project management, and timely setback mitigation and follow-through activities. Alaska Department of Environmental Conservation Solid Waste Program (pdf) Alaska Alaska will evaluate, compile, and report on municipal solid waste, construction and demolition waste, and composting and recycling programs in the state. The data collection effort will include the development of a quality assurance project plan; an assessment of data gaps; and consultation with other states, tribes, and municipal solid waste organizations. The state will ensure consistency by creating and applying standardized metrics for measurement and will use the resulting information to identify challenges and barriers to recycling. Alaska will explore digital options to store the data, which will support regular updates and continued analysis of recycling trends in the state. As a result of this review, Alaska will develop a summary report of current policy and data needs in conjunction with recommendations to improve the state of recycling in Alaska. Austin Reuse Warehouse (pdf) Texas The City of Austin, TX has a surplus of valuable goods that are going to a landfill due to space constraints and limited reuse outlets Austin Resource Recovery intends to use EPA grant funds to permanently fill the resource gap by constructing and opening a new Austin Reuse Warehouse. the new Warehouse will accept and redistribute gently used furniture at no cost to nonprofits and their clients, with a focus on furnishing the homes of those transitioning out of homelessness. The Warehouse will eventually expand to also accept building materials. An on-site "Innovation Lab" will provide space and infrastructure for innovative programming, including a workforce program in which people with barriers to employment will learn how to upcycle obsolete furniture into new pieces. The transfer station and facility will measurably increase local waste diversion and reduce process-related greenhouse gas emissions by providing drop-off options for recycling for county residents that report they cannot receive or afford commercial curbside recycling services. City of Greenfield Solid Waste Infrastructure for Recycling Grant Proposal to Transform its Manually Collected, Dual-Stream Recycling Program to an Automated, Single-Stream Collection Program (pdf) Massachusetts The City of Greenfield, MA will use EPA SWIFR grant funding to transform its current waste management system by transitioning its manually sorted, dual-stream recycling collection system to a single-stream system using fully automated vehicles. The city will implement a multi-faceted promotional and enforcement campaign to ensure that collected materials are clean and usable in manufacturing. The city also will modify its transfer station to allow for more efficient transportation needed to manage collected single-stream materials. Comprehensive Procurement Guidelines Nationwide The CPG program is authorized by Congress under Section 6002 of the Resource Conservation and Recovery Act (RCRA) (42 U.S. Code 6962). EPA designates products that are or can be made with recovered materials and recommended recycled content levels. Once a product is designated, procuring agencies are required to purchase it with the highest recovered material content level practicable. There are 61 products designated in eight categories. Developing Regional Materials Management Infrastructure in the Arctic (pdf) Alaska Kawerak, Inc. will strengthen infrastructure for post-consumer materials management. They will achieve this objective by developing a regional recycling center, which will divert materials from 16 local, unlined community landfills in rural Alaska. The new recycling center will house equipment, such as a baler, forklift, as well as sorting and storing equipment, and provide a safe working environment for staff and volunteers engaged in the processing of recyclable materials for backhaul. The project will expand current recycling efforts, design an appropriate system for collection of recyclables, collaborate with the City of Nome to develop ordinances, engage with current waste management collectors, and include an educational campaign to teach the public about the new recycling system. Enhance Spirit Lake Reservation Solid and Hazardous Waste Collection System (pdf) North Dakota The Spirit Lake Tribe will address waste collection and recycling and improve transport and disposal programs. The Tribe will achieve these objectives by acquiring materials management infrastructure equipment, hiring and training transfer station staff, and identifying new recycling opportunities. The Tribe will evaluate existing tons of waste being collected, recycled, and disposed of and determine how these streams will change to provide health benefits throughout their community. Establishing Solid Waste and Recycling Drop-Off Box Transfer Station Infrastructure on the Skokomish Indian Reservation (pdf) Washington The Skokomish Indian Tribe will build solid waste and recycling infrastructure on the Skokomish Reservation, increasing efforts within the Tribal community to promote healthy and ecologically sustainable ecosystems. The Tribe will achieve this objective by building a drop-off box transfer station for reuse and recycling that will replace the current recycling center and by purchasing and maintaining upgraded infrastructure. EPA's Climate Pollution Reduction Grants Program Nationwide EPA's Climate Pollution Reduction Grants program will provide $5B in grants to states, local governments, Tribes and territories to develop and implement ambitious plans for reducing greenhouse gas emissions and other harmful air pollution. Included in the scope of this program, among many sectors, is the "Waste, Water, and Sustainable Materials Management Sector." This sector could fund programs that expand composting and bio-digestion infrastructure to reduce GHG emissions and increase beneficial use of organic waste. Additionally, the sector could fund programs and incentives that reduce or divert food and/or yard waste through improved production practices, improved collection services, and increased reuse or recycling rates. National Strategy to Prevent Plastic Pollution NSPPP F: Minimize Loadings and Impacts to Waterways and the Oceans Escaped Trash Risk Map Nationwide The map displays estimated escaped trash density in the United States at the 1km2 scale and shows where trash is at high risk of getting into waterways. The most common item types and the percentage breakdown of escaped trash materials are also available at the major river basin scale. In addition, microplastics data is displayed for select waterbodies. Version 1.0 is complete. Future updates are forthcoming.
