E-Enterprise Leadership Council

E-Enterprise is directed by the E-Enterprise Leadership Council (EELC), which provides high-level strategic direction and oversight. The EELC includes up to 10 representatives from each government sector: EPA, states, and tribes. A Co-Chair from each group is also identified, including an EPA senior official, one state leader and one tribal leader. 

What the EELC does: 

  • Sets strategic direction for E-Enterprise for the Environment
  • Tackles barriers to efficient and effective program implementation
  • Ensures inclusion of all relevant stakeholder perspectives 
  • Takes action to advance shared environmental goals

The Governance Charter for E-Enterprise for the Environment (finalized in September 2016) defines the partnership's structure and operational rules. 

Environmental Information Exchange Network 

E-Enterprise builds on the Environmental Information Exchange Network (Exchange Network), a national platform launched in 1998 that enables EPA, states, and tribes to securely share environmental data.

Through the Exchange Network:

  • State and tribal environmental agencies and grantees can submit data and reports to EPA electronically for EPA‑authorized (delegated) programs.
  • Universities, nonprofit organizations, and other partners can share environmental monitoring data.

The Exchange Network and E-Enterprise are now formally integrated and governed by the E‑Enterprise Leadership Council (EELC).
