What Requires a Manifest

EPA requires a manifest for off-site shipments bearing:

*Export manifests must be submitted to e-Manifest beginning December 1, 2025.

What Requires Submission to the e-Manifest System

You must enter all shipments that are required to use a manifest (listed above) into e-Manifest.

Export shipments must be submitted to e-Manifest beginning December 1, 2025.

Who Submits the Manifest

If using the paper workflows, the designated facility or approved alternate facility uploads the manifests to the e-Manifest system and certifies it. The generator and transporter do not submit copies to e-Manifest, even in the case of rejected loads.

Any party to the manifest can create manifests using the electronic workflows, but the designated facilities or approved alternate facilities must certify the manifests after the conclusion of the shipments.

Exemptions

Waste shipments originating with very small quantity generators are generally exempt from using a hazardous waste manifest, unless:

  • The origin or destination state requires the use of a manifest by VSQGs.
  • The waste is from a generator’s episodic event.
  • The waste volume constitutes a generator’s change in category.
  • The waste contains TSCA-regulated PCBs.
  • The generator or designated facility is required to use a manifest by enforcement settlement or other supervision.

How to Correct the Data

Any party to the manifest with appropriate RCRAInfo access can correct a manifest after the final facility receives and certifies it. Consult the RCRAInfo Help Documentation for detailed instructions or the following videos:

Per requirements established in the Third Rule, waste handlers are obligated to make corrections to manifests within 30 days of regulators requesting corrections. EPA encourages waste handlers to designate facility contacts for manifest corrections through the site notification process.
