Filing Petition and Appeal Documents with the EPA's Environmental Appeals Board

All petitions for review and notices of appeal must include the party’s name, mailing address, telephone number, email address, and a certificate of service. The certificate of service must include the names of the persons served. date and manner of service, as well as the electronic, mailing or hand-delivery address used for service, as appropriate. Parties must notify the Clerk of the Board in writing of any changes to contact information as soon as possible.


How to File

There are two ways a party may file documents, either by e-Filing or mail:

By e-Filing (Recommended)

  • Parties may use the E-Filing System.

  • Filers must not upload to the e-Filing system private and/or confidential information.

By Mail

  • Parties may file documents on paper via U.S. postal service, personal delivery, or via courier or commercial delivery service.

There are no fees for filing a petition or appeal with the EAB.
