Notice - EMTS Planned Outage

November 26, 2025

Beginning on or about December 9, 2025, the EPA Moderated Transaction System  will be offline for 48 hours for scheduled maintenance. To avoid failed transactions or other issues, please do not attempt to process any transactions in EMTS for the duration of the maintenance activity. We will provide additional information on exact start and end dates and times when our maintenance schedule is confirmed.

Notice of EPA's Intent to Update RFS Small Refinery Exemption Data

November 7, 2025

At 11:00 AM today (ET), Friday November 7, 2025, the U.S. Environmental Protection Agency will issue decisions involving 16 petitions from small refineries for an exemption from the Renewable Fuel Standard, and at the same time will update the RFS Small Refinery Exemption website to reflect that information. EMTS OUTAGE NOTIFICATION

September 24, 2025

On Wednesday, September 24, 2025, the EMTS system will be offline from 5:00 pm ET to 7:00 pm ET to deploy EMTS version 9.3.6. Version 9.3.6 is a patch release to address one bug fix in the system.

EMTS OUTAGE NOTIFICATION

September 10, 2025

On Wednesday, September 10, 2025, the EMTS system will be offline from 5:00 pm ET to 7:00 pm ET to deploy EMTS version 9.3.5. Version 9.3.5 includes enhancements to the EMTS Reporting module, aimed at strengthening reporting capabilities and expanding coverage to include token-related data.

Note that the following EMTS Report name changes have been made.

IMPORTANT; Node users that solicit reports will need to use the new report names:

  • "RIN Batches" is now "RFS Batches"
  • "Agent RIN Batches Daily" is now "Agent RFS Batches Daily"
  • "Agent RIN Batches Weekly" is now "Agent RFS Batches Weekly"
  • "RIN Holdings" is now "RFS Holdings"
  • "Monthly RIN Holdings" is now "Monthly RFS Holdings"
  • "Agent RIN Holdings Hourly" is now "Agent RFS Holdings Hourly"
  • "Agent RIN Holdings Daily" is now "Agent RFS Holdings Daily"
  • "Agent Monthly RIN Holdings" is now "Agent Monthly RFS Holdings"
  • "On Demand RIN Holdings" is now "On Demand RFS Holdings"

Notice of EPA's Intent to Update RFS Small Refinery Exemption Data

At 11:00AM today (ET), August 22, 2025, EPA will issue decisions involving 175 petitions from small refineries for an exemption from the Renewable Fuel Standard, and at the same time will update the Renewable Fuel Standard Small Refinery Exemption website to reflect that information.

July 23, 2025

On Thursday, July 24, 2025, the OTAQ Registration system will be offline from 5:00 pm ET to 6:00 pm ET for a minor patch release (bug fix).

EMTS Outage Notification

July 10, 2025

On Thursday, July 10, 2025, the EMTS system will be offline from 5:00 pm ET to 7:00 pm ET to deploy EMTS version 9.3.1. Version 9.3.1 is a patch release that fixes two non-industry user bugs.

Partial Waiver of 2024 Cellulosic Biofuel Volume Requirement - Final Rulemaking

June 13, 2025

Today, the Environmental Protection Agency issued a final rule to partially waive the 2024 cellulosic biofuel volume requirement under the Renewable Fuel Standard program. This standard was originally established by EPA in the RFS Set 1 Rule. This reduction will enable obligated parties to comply with their 2024 RFS obligations. EPA finalized this reduction using its cellulosic waiver authority given that actual cellulosic biofuel production in 2024 fell short of the standard. Cellulosic waiver credits will be available for obligated parties to purchase as a compliance flexibility. EMTS Down for v9.3 Release Thursday, June 12, 2025 from 5:00 p.m. to 8:00 p.m. (ET)

June 10, 2025

On Thursday, June 12, 2025, beginning at 5:00 p.m. U.S. Eastern Time, the EPA Moderated Transaction System will be taken offline to deploy v9.3 of the application. The upgraded system will be back online by 8:00 p.m. This version will introduce new functionality in support of the Biogas Regulatory Reform Rule, providing the ability for Foreign Unbonded Fuel Producers to generate RIN-less Fuel and Importers to use RIN-less fuel in their RIN Generate transactions.

To avoid failed transactions or other possible issues, please do not attempt to process any transactions in EMTS between the hours of 5:00 p.m. and 8:00 p.m. Thursday, June 12, 2025 (Eastern Time).

OTAQ OTAQ Registration Outage Notification

May 13, 2025

On Thursday, May 15, 2025, the OTAQ Registration system will be offline from 5:00 pm ET to 7:00 pm ET to deploy OTAQ Reg version 7.3.0. Version 7.3.0 is a minor release that adds BRRR activities to Attest Engagement Report Exceptions and the list of associations for Attest providers. It also adds additional exceptions to the Attest Report Submission.

Extension of Effective Date for Removal of Gasoline Volatility Waiver

Today, the Environmental Protection Agency is responding to requests from Ohio and South Dakota to delay the effective date of the removal of the 1-psi gasoline volatility waiver. Extension of 2024 Renewable Fuel Standard Compliance Deadline - Final Rulemaking

Today, the EPA is finalizing a rule that would extend the 2024 compliance deadline for the Renewable Fuel Standard (RFS) program. Quarterly RFS2 EMTS Activity Report Available to Industry Submitters

EPA's maintenance on the EMTS 2024 "Quarterly RFS2 EMTS Activity Report" has been completed. These reports are once again available to industry submitters for download in EMTS.

EMTS 2024 Quarterly RFS2 EMTS Activity Reports (Separated RINS) Temporarily Removed from Database

February 25, 2025

On Tuesday, February 25, 2025, Quarterly RFS2 EMTS Activity Reports (Separated RINS) for calendar year 2024 were removed from the EMTS database because certain reports might contain erroneous data. EPA will notify the community when the reports are again available.

On Thursday, February 13, 2025, beginning at 5:00 p.m. U.S. Eastern Time, the EPA Moderated Transaction System (EMTS) will be taken offline to deploy v9.2 of the application. The upgraded system will be back online by 9:00 p.m. This version will introduce new functionality in support of the Biogas Regulatory Reform Rule (BRRR), to allow users to lock and unlock Biogas tokens and submit Biogas Token Remedial Action transactions.

To avoid failed transactions or other possible issues, please do not attempt to process any transactions in EMTS between the hours of 5:00 p.m. and 9:00 p.m. Thursday, February 13, 2025 (Eastern Time).
