How to Report Annually for Fuel and Fuel Additive Registrations (FFARs)

Streamlining of Reporting Requirements for Fuel Manufacturers subject to 40 CFR Part 79

Fuel manufacturers and importers no longer need to submit the Report for Motor Vehicle Gasoline or Diesel Fuel (Form 3520-12Q) on a quarterly basis – this report is required on an annual basis, with the first annual report for 2021 due by March 31, 2022.

Per 40 CFR part 79 5(a)(1), an annual report is required by fuel manufacturers. However, in the interim, a fuel manufacturer should submit a 3520-12Q indicating the 4th quarter of 2021 but reporting for all of 2021.

In addition, fuel manufacturers have an annual report per 40 CFR part 79 5(a)(2) via EPA form 3520-12A.

Per 40 CFR part 79 5(b), fuel additive manufacturers have an annual report via EPA form 3520-13A.

These reports should be submitted via DCFuels in accordance with the instruction at: EPA's Fuel Programs Mailing Addresses

Below is a step-by-step process for submitting reports for fuels and fuel additives as required by 40 CFR Part 79.

Follow these three steps to report fuel and fuel additives.

STEP 1: Determine deadlines.

Reports are submitted either quarterly or annually.

STEP 2: Download and complete reports.

Determine which reports you need to submit using the categories below.

Fuel Reports
  • Form 3520-12Q:Quarterly report for motor vehicle gasoline or diesel fuel
  • Form 3520-12A: Annual report for motor vehicle gasoline or diesel fuel
Fuel Additive Reports
  • Form 3520-13A: Fuel additive manufacturer annual report
    (rows for up to 16 additives)
  • Form 3520-13B: Supplemental fuel additive manufacturer annual report
    (additional rows for more than 16 additives)

STEP 3: Submit report(s).

Reports should be submitted via DCFuels in accordance with the instruction at:
