Selected Application Summary

The selected application will reduce greenhouse gas (GHG) emissions from residential and commercial building sectors and increase energy and resource efficiency, with an emphasis on low-income and disadvantaged communities. The selected application will directly impact more than half of Coloradans and implement four measures to transform the built environment and help achieve a regionwide goal of net-zero building-sector emissions by 2050. The measures include a) providing free home retrofits and upgrade services for low-income and disadvantaged populations, b) offering free energy advising to residential, multifamily, and commercial building owners, c) providing rebates and incentives to accelerate the adoption of energy efficiency and electrification, and d) establishing a building policy collaborative to advance ambitious building policies at the local level.

Key Things to Know

Based on information provided by the applicant, the selected project will deliver the following benefits to reduce GHGs and support communities 1:

  • Improve access to healthy, decarbonized homes in low-income and disadvantaged communities through weatherization and energy efficiency upgrades.
  • Electrify and weatherproof more than 60,000 buildings.
  • Provide job education for 3,800 new workers and upskill 1,000 existing workers to address workforce gaps.
  • Award up to 30 innovation grants to accelerate electrification and energy efficiency adoption.
  • Offer financial support for local governments to advance zero-emission building policies.
  • Conduct free energy advising to residential, multifamily, and commercial building owners.

Activities in the selected application reflect measures in Colorado’s Priority Climate Action Plan (pdf) (17.1 MB).

1  The emission reduction estimates, as well as the descriptions of measures and benefits, were summarized from information provided by the applicant. These estimates, along with the award amount, are subject to change.

EPA will award grants to selected applicants once they meet all legal and administrative requirements. As of July 2024, grants are expected to be awarded by the end of 2024.
