Selected Application Summary

The selected application will fund the replacement of residential oil-heating systems with energy-efficient heat pumps in Alaska’s southern coastal communities. The project, a combination of community-based and homeowner-focused services, will be tailored to address regional and community conditions and offer tiered financial incentives. Spurring the acceleration of heat pump adoption will significantly reduce greenhouse gas (GHG) emissions, decrease the cost of living, improve indoor air quality and health, reduce household and community vulnerabilities to oil price fluctuation, and reduce the risks of oil spills in sensitive coastal environments. 

Key Things to Know

Based on information provided by the applicant, the selected project will deliver the following benefits to reduce GHGs and support communities 1:

  • Transform the regional heating market from burning oil to electric heat pumps.  
  • Install heat pumps in 6,100 buildings throughout the region’s 50 communities, eliminating approximately 3.3 million gallons of heating oil and providing household savings of 25–50% on heating bills. 
  • Improve homeowner and public health as a result of reduced heating oil emissions. 
  • Provide direct financial incentives to those most burdened by home heating costs, with more than half of the program benefitting applicants in Tribal and disadvantaged communities. 
  • Strengthen resilience to climate change by reducing community dependence on delivered fuels. 
  • Foster relationships among Tribes, local contractors, local utilities, and regional organizations to offer employment opportunities and resources to Alaska Native communities and other low-income and disadvantaged job seekers and contractors.

EPA will award grants to selected applicants once they meet all legal and administrative requirements. As of July 2024, grants are expected to be awarded by the end of 2024.
