Selected Application Summary

The selected application will support the State of Nebraska in establishing voluntary, incentive-based measures to reduce greenhouse gas (GHG) and other air pollutant emissions across multiple economic sectors, including buildings, agriculture, and electric power. Measures include promoting energy efficiency in commercial and industrial facilities and low-income households; electrifying irrigation wells; deploying solar; and cutting emissions and increasing soil carbon sequestration in the agricultural sector. The grant will spur investment in communities, create high-quality jobs, and stimulate economic growth to improve public health and enhance the quality of life across the state.  

Key Things to Know

Based on information provided by the applicant, the selected project will deliver the following benefits to reduce GHGs and support communities 1:

  • Expand Nebraska’s public utilities incentive program for energy efficiency, electrification, and weatherization upgrades for nonresidential buildings and facilities. 
  • Improve air quality by reducing hazardous air pollutants, toxins, and other harmful substances from electric facilities near low-income and disadvantaged communities. 
  • Deliver financial assistance to low-income residents for critical home repairs that will lead to eligibility for energy-efficiency upgrades under the Weatherization Assistance Program.  
  • Reduce nitrous oxide emissions by 14.5 million metric tons CO2 equivalent through precision agricultural practices. 
  • Install solar arrays at water and wastewater treatment facilities in low-income rural communities to reduce energy costs and generation of electricity from fossil fuels. 
  • Fund programs promoting the conversion of irrigation wells from diesel to electric.  
  • Partner with state and local workforce boards to create a range of employment opportunities that range from high-paying jobs to apprenticeships.  
  • Provide information on the benefits of reduced tillage, cover, crops, and decreased use of chemical fertilizers.  
  • Reduce emissions from agricultural production in rural communities by incentivizing the production and use of biochar and by providing incentives for regional hubs for manure management.  

Activities in the selected application reflect measures in Nebraska's Priority Climate Action Plan.

EPA will award grants to selected applicants once they meet all legal and administrative requirements. As of July 2024, grants are expected to be awarded by the end of 2024.
