Each of SNEP's Committees, Subcommittees, and funded entities plays a vital and synergistic role in the accomplishment of SNEP's goals. The Steering Committee suggests future program direction and the Ecosystem Services and Monitoring Subcommittees provide their expertise to improve the program's effectiveness by sharing the latest science, technologies, and approaches. The Federal Partners ensure that SNEP is coordinating with other federal agencies to leverage project and funding opportunities. EPA relies on the input provided by these committees to inform its program priorities.

SNEP addresses its charge by providing a collaborative framework and supporting local restoration efforts undertaken by multiple organizations. EPA has established two major partnership efforts to carry out its charge: a SNEP Watershed Implementation Grants (SWIG) program that provides funding to implement local projects, and a SNEP Technical Assistance Network ("SNEP Network" or "the Network") that provides technical assistance to local communities, tribes and non-profit organizations to finance, plan, and design projects.  The Network is comprised of sixteen organizations that together leverage existing programs and provide mentoring and expertise to local partner organizations. Their efforts empower and make it easier for communities and stakeholders to undertake effective restoration and protection projects over the long term. SNEP also partners with the Buzzards Bay and Narragansett Bay National Estuary Programs and supports their efforts.
