The OAQPS SBAP is a central resource for States, EPA Regions, and small businesses to obtain information, tools, and training about OAQPS regulatory actions that impact small businesses. The Program provides “good governance” services that go above and beyond the statutory requirements set forth in the Clean Air Act (§507). Key components of the Program include:

  • Building strong working relationships with small business partners.
  • Fostering national coordinating efforts and information sharing on air regulatory actions.
  • Building an infrastructure to support OAQPS’s SBAP.
  • Developing outreach products and training and providing technical assistance to support small businesses with rule compliance.
  • Coordinating efforts with internal and external small business stakeholders through quarterly calls with regional liaisons and small business stakeholders during and after a rulemaking process.

OAQPS SBAP's Regional "Air" Small Business Liaisons

EPA has ten regional offices that focus on working with tribes, states and territories within their jurisdictions to implement the Agency’s programs. Each regional office has a liaison to the OAQPS SBAP.  The RASBL strengthens EPA’s work by staying informed of national and regional initiatives and sharing that information within EPA and with partner organizations.

Each RASBL works to ensure small business needs are represented in the Agency and provides small businesses with straightforward and easy-to-access information.
