Final Action

The United States Environmental Protection Agency (EPA), Region 9 is approving a Request for Coverage under the General Air Quality Permit for New or Modified Minor Source Gasoline Dispensing Facilities in Indian Country within California (CA-GDF General Permit) from the Pala Band of Mission Indians. This approval pertains to the construction and operation of the Pala Super Mart (Source), a gasoline dispensing facility with a convenience store, to be located on the tribal trust land of the Pala Band of Mission Indians, near Temecula, California. EPA is approving the Source’s request pursuant to the provisions of Clean Air Act (CAA) sections 110(a) and 301(d) and EPA’s Federal Indian Country Minor New Source Review (NSR) Program at Code of Federal Regulations (CFR) title 40, sections 49.151-161 (Tribal Minor NSR Program).

Source Location: 11042 CA-76; Pala, CA 92059, near Temecula, California.

EPA Region 9’s approval of the Request for Coverage for the Source under the CA-GDF General Permit is a final agency action for purposes of judicial review only for the issue of whether the Source qualifies for coverage under the CA-GDF General Permit. See 40 CFR 49.156(e)(6). Any petition for review of this approval action must be filed in the United States Court of Appeals for the appropriate circuit pursuant to CAA section 307(b). This Approval is effective as of August 12, 2025.
