Summary

Construction and other non-road equipment provide us with comfortable buildings and even power in remote areas. However, this technology sector requires collaborative work to reduce diesel emissions as the power this equipment requires is great and the equipment is varied. This page shares information on diesel-emissions reduction opportunities including funding opportunities, contractual incentives, and upgrading or retrofitting older diesel equipment. WCC also funds a variety of Construction and Non-Road Projects and administers EPA funding programs such as the Diesel Emissions Reduction Act (DERA) program.

  • Clean Air Northeast (NEDC) Model Construction Contract Specification (pdf)
    Clean Air Northeast (previously the Northeast Diesel Collaborative or NEDC), one of the other EPA regional diesel collaboratives, in coordination with representatives from state air agencies, U.S. EPA, emission control manufacturers, environmental organizations, and the construction industry have developed NEDC's newly revised model contract specification. The model contract specification offers guidance to private institutions and public entities interested in addressing pollution from construction sources through future construction contracts. The goal of this document is to encourage institutions and agencies to adopt contract specifications and to promote the widespread use of emission controls in the construction sector:

    The document provides recommendations for states, local governments, public agencies, and private entities to successfully implement clean diesel specifications on construction sites.

Highlighted Work

One innovative WCC construction project is the Zero Emission Battery Electric Compact Excavator and Compact Wheel Loader Demonstration Project: Through U.S. EPA's Targeted Airshed Grant program, the South Coast Air Quality Management District (AQMD) partnered with Volvo CE to demonstrate two zero emission battery-electric construction equipment: a 2.5 ton battery powered, zero emission compact excavator that has a 20 kWh battery system and 500 millimeters (mm) standard bucket width; and a 5 ton battery powered, zero emission compact wheel loader that has a 40 kWh battery system, and can be fitted with a 1 cubic meter bucket.
