Multipurpose, Assessment, RLF, and Cleanup Grant Application Resources

Grants offered by the Brownfields and Land Revitalization Program may be used to address sites contaminated by hazardous substances, pollutants, or contaminants (including hazardous substances co-mingled with petroleum) and petroleum. FY 2027 Assessment, Revolving Loan Fund, and Cleanup Grant Competitions

EPA anticipates issuing the following solicitations for funding in fall 2026:

  • FY 2027 Assessment Grants
  • FY 2027 Revolving Loan Fund Grants
  • FY 2027 Cleanup Grants

The application submission deadline will be approximately 60 calendar days after the solicitations are published.

EPA anticipates offering grants at the following amounts in FY 2027. All amounts are subject to change.

*A solicitation for Multipurpose Grants will not be issued in FY 2027.

Brownfields Program Policy Changes

Return to Annual Appropriation Statutory Requirements

In FY 2027, grants will be funded solely by annual appropriations Congress provides to EPA’s Brownfields and Land Revitalization Program. Grants will be subject to the following statutory requirements:

  • Individual grant awards must not exceed statutory limits under CERCLA § 104(k).
  • Site assessments may not exceed $200,000 per site/grant.
  • Cleanup Grant and Revolving Loan Fund Grant recipients must provide a 20% cost share/match.

Assessment Coalition Grants

  • As a threshold eligibility requirement, FY 2027 Assessment Coalitions must include at least one non-lead member that has never received an EPA Brownfields MARC Grant, or whose most recent EPA Brownfields MARC Grant period of performance ended in 2015 or earlier. Applicants may search the Brownfields Grant Fact Sheet Tool to obtain information on entities selected to receive an EPA Brownfields MARC Grant. Applicants may contact their Regional Brownfields Contact to confirm whether a non-lead coalition member received an EPA Brownfields MARC Grant that closed in 2015 or earlier.

Cleanup Grants

  • Updates to the FY 2027 threshold eligibility criteria require:
    • Sufficient Site Characterization: Applicants are no longer required to submit a letter from the State or Tribal Environmental Authority regarding site characterization. Instead, applicants must affirm that an Environmental Professional (as defined in 40 CFR § 312.10) has certified there is a sufficient level of site characterization for remediation to begin on the site(s), or affirm it will be sufficient before the grant is awarded. If additional site characterization is needed, and the application is selected for funding, applicants must be able to affirm this before the grant is awarded.
    • Community Notification: Applicants must hold a public meeting no later than 7 days before the application deadline to discuss the draft application, including the draft ABCA (or ABCAs if proposing multiple sites), and consider public comments prior to the final submittal of the application. The community notification ad must be published no later than 7 days before the public meeting. Examples of an acceptable community notification ad will be included in the FY 2027 Frequently Asked Questions.
    • Waiver of the $500,000 Limit: Applicants that plan to only address one brownfield site may request a waiver of the $500,000 limit and request up to $650,000. EPA will consider requests on a case-by-case basis and intends to approve such requests on an extremely limited basis.
