Region 1 Targeted Brownfields Assessment (TBA) Program
Targeted Brownfields Assessments (TBA's) are a form of direct technical assistance conducted by an EPA contractor on behalf of an eligible entity. TBA assistance includes performing site assessments, providing cleanup options and cost estimates, and assisting with community outreach. The program does not, however, provide assistance to conduct site cleanup or building demolition activities.

Background
EPA Region 1's TBA Program assists eligible entities by conducting environmental site assessments to determine the existence and/or extent of contamination and to inform future cleanup planning and redevelopment of contaminated parcels in their communities. The purpose of a TBA is to minimize uncertainties surrounding the actual or perceived contamination associated with such sites.
Who can request a TBA?
Public entities (e.g., municipalities, regional planning commissions) and nonprofit organizations who have access to a brownfield site in need of assessment may request a TBA. The requestor should have current redevelopment plans for the contaminated property, with an indication that the site is an integral part of local development plans. The requestor should also be able to demonstrate that the lack of assessment at the site is an obstacle to redevelopment and that no other resources are available for assessing the site. Sites where a requestor could be considered a responsible party for the contamination on the site are not eligible for assistance under this program.
A request will need to be filled out and submitted to the TBA program contacts for review. The request includes details about the subject property of which the requestor currently owns or can obtain ownership through other means (e.g. tax foreclosure). Requestors are welcome to reach out to the program contacts for general questions about the program or to discuss further about site eligibility before submitting a request.
What can a Targeted Brownfields Assessment provide?
A TBA may encompass one or more of the following activities:
- An ASTM Phase I, which includes a background and historical investigation and site inspection,
- A full site assessment (e.g., Phase II, Hazardous Building Materials Survey), including sampling activities to identify types and concentrations of contaminants and the areas of contamination; and
- A determination of the need for further investigation and/or the establishment of cleanup options and cost estimates based on future uses and redevelopment plans.
Once a request is received, the site will be assigned an EPA Project Manager who will work with the requestor, the appropriate state environmental agency, EPA's contractor, and other partners to develop a scope of work that meets the needs of the site.
