Lighting Resources Inc, Phoenix, AZ
EPA regulates polychlorinated biphenyl (PCB) activities under the Toxic Substances Control Act (TSCA). All facilities that treat, store, or dispose of PCBs are required to obtain a TSCA Approval, or permit. Lighting Resources Inc. was permitted to operate under a 2003 TSCA Storage Approval issued by EPA Region 9 to manage PCB wastes.
Lighting Resources’ Approval allowed them to process electrical equipment that contained PCBs, such as transformers, capacitors, and fluorescent lighting ballasts. Lighting Resources removed the PCBs from the electrical equipment and then disposed of the electrical equipment. Lighting Resources decontaminated and recycled some high-value metals, such as copper, from the electrical equipment. TSCA regulated PCB liquids and solid wastes were sent off for final disposal at a TSCA permitted incinerator or chemical waste landfill.
Lighting Resources applied to renew their permit in 2013. Between 2013 and 2024, EPA issued six Notices of Deficiency and Lighting Resources revised their renewal application six times. Lighting Resources decided to stop storing and processing PCB waste at their Phoenix facility in 2024. Under EPA oversight, Lighting Resources removed all PCB waste from the facility, decontaminated the facility, and then sampled building materials for PCBs. Building materials and soils that did not meet EPA’s closure standards for PCBs were demolished, removed, disposed, and repaired. Lighting Resources completed its closure in 2026.
EPA reviewed the closure report and sampling data from Lighting Resources and determined that it met the closure standards in its TSCA permit. The former facility is located in Phoenix, Arizona, in an area zoned for industrial use, however, Lighting Resources met EPA’s closure standards for residential use. EPA refers to this type of closure as a “clean close” because there are no restrictions on future uses of the facility due to PCBs.
