Proposed administrative penalty settlement with Core Tech-HDCC-Kajima LLC (Respondent) for violations of the Clean Water Act (CWA). Description of Business or Activity Conducted by the Respondents: Respondent is a general contractor and authorized legal operator of the construction project J-609 Apra Embarkation Facility. After submitting the Notice of Intent (permit authorization) to EPA, respondent was given NPDES Construction General Permit authorization for this project under NPDES ID Number GUR100063.
Summary of Alleged Violations: Respondent controlled daily project activities needed to follow permit rules and direct workers, and legally responsible for compliance and failed to comply with all permit requirements. Respondent discharged stormwater into waters of the United States in a manner that did not comply with their CWA permit.
