Allowance Data

As part of EPA's power plant programs, the Clean Air Markets Division (CAMD) maintains data on allowance allocations, accounts, holdings, and transactions. These data, combined with collected emissions data, are used to determine compliance of regulated sources. CAMD provides the following resources for accessing and understanding its allowance data.

Guides

  • CAMD's Allowance Data Guide (pdf) (400.6 KB, June, 2022) : A basic introduction to EPA's active and retired market-based programs offering context to how allowances are distributed, traded, and tracked. Additionally, this document may serve as a companion for exploring EPA’s allowance trading program data, all of which is publicly available in the Air Markets Program Data (CAMPD) web application.

Tools

  • Clean Air Markets Program Data (CAMPD): A web-based application that allows you to create custom queries, view reports, and download allowance account, holdings, transaction, and compliance data.

    • Facility Map: An interactive map to find facilities near you or across the US and view their basic attribute and compliance information.

    • Clean Air Markets API Portal (CAM API): These REST APIs allow you to access Clean Air Markets Program data directly from a tool (Excel) or your favorite programming language (Python, R, JavaScript, etc.).

  • Allowances: The Currency of EPA's Emissions Trading Programs: Learn how allowances are used to meet required air emission reductions by exploring an interactive story map. The map uses the CSAPR NOx Annual Program as an example to explain an allowance's journey from its initial issuance to when it is used by a facility for compliance.
