CAMD Business System (CBS)

Access CBS

EPA’s Clean Air and Power Division (CAPD) maintains the CAMD Business System (CBS) web application, where sources affected by Power Sector Programs can perform certain tasks online.

  • Tasks that can be performed in CBS:

    • Appoint the primary/alternate representatives (legally responsible individuals) for a facility or for a general allowance account
    • Appoint/update agents that can perform specific tasks on behalf of representatives
    • Perform annual/ozone-season allowance compliance tasks for a facility
    • Update contact information for representatives and agents
    • View/update certain facility and/or unit data, including the owner and/or operator information for units located at a facility
    • Open an optional general account to hold and/or transfer allowances
    • Transfer allowances for any EPA Power Sector Program between facility accounts or to/from a general account

Getting Started Using CBS

  • Information for Industry Users

    You must be recognized as either a Designated Representative (DR), an Alternate DR, or an Agent in CBS in order to receive a user ID and initial password for CBS or Emissions Collection and Monitoring Plan System (ECMPS).

    CBS allows EPA, state, and local partners to view information, such as:

    • Plant and unit level data
    • Program data
    • Designated representatives
    • Agent information
    • Facility contact information
    • Unit owners and operators
    • Feedback recipient relationships

    EPA, state, and local partners can view monitoring plan, QA, and emissions data and can register to receive copies of data submission feedback submitted through ECMPS. Users can also use the Field Audit Checklist Tool (FACT) to view monitoring plan, QA, and emissions data.
