EPA administers the 40 CFR part 75 emissions monitoring, reporting, and recordkeeping program to collect emissions and operations data from most large power plants that combust fossil fuels. Under part 75, EPA requires continuous measurement and reporting of carbon dioxide (CO2), nitrogen oxides (NOX), and sulfur dioxide (SO2) emissions. EPA also collects mercury and particulate matter data for 40 CFR part 63 Mercury and Air Toxics Standards (MATS) and CO2 for 40 CFR part 60 greenhouse gas performance standards for electricity generating units.

Monitoring
Power plants continuously monitor emissions while meeting EPA’s quality assurance requirements to collect complete, high quality power sector data.

Reporting
To report data, power plants use EPA’s Emissions Collection and Monitoring Plan System (ECMPS) software, which conducts thousands of evaluations to ensure high quality data.

Evaluation
EPA develops new checks for emissions, performs data and desk audits on units and facilities, and analyzes collected data for insights.
