Reporting Data using ECMPS

As part of our reengineering efforts, ECMPS 1.0 was shut down as of Friday, February 13th, 2026, at 5:00PM Eastern Time. We will announce the official ECMPS 2.0 release date as soon as possible when confirmed, but it will be no earlier than the week of March 9th, 2026. CBS will remain available through the ARP allowance transfer deadline of March 2nd, 2026. After the migration, both ECMPS and CBS will require users to have CDX login credentials, an Org ID, assigned user roles, and corresponding CBS responsibilities. Users without these will not be able to access CBS or ECMPS. Registration is now open to all users, and we have transitioned to the second phase of registration aimed at alternate DRs and agents. If you have any questions regarding the CDX registration process, please do not email the CDX help desk. Instead, please reach out to cbs-support@camdsupport.com and we will assist. CDX is not familiar with the ECMPS or CBS applications and will likely direct your inquiry to our team. For the quickest support, please contact us directly. For more information on CDX registration, please see the CDX Frequent Questions page. For general re-engineering information, please see the ECMPS Re-engineering Effort page.

The Emissions Collection and Monitoring Plan System (ECMPS) is a desktop tool that sources must use to submit monitoring plans, QA test results, and emissions data to EPA to comply with the Acid Rain Program, Cross-State Air Pollution Rule (CSAPR), and the Mercury and Air Toxics Standards (MATS). For general ECMPS questions, contact AskCAMD@epa.gov
