Region 10 Clean Air Act Tribal Program Funding

Summary

EPA awards financial support and encourages Tribes to partner with EPA to carry out Clean Air Act protections within reservations and Tribal communities. Clean Air Act grant funding is available for federally recognized Tribes and Tribal consortia within Region 10.

In previous years, approximately $3 million has been available for individual awards that typically range from $20,000 to $250,000. EPA Region 10 anticipates a similar funding levels for Fiscal Year 2026.

For FY 2026, we are continuing to encourage proposals for two-year work plans from current grant recipients with a strong record of grant performance. Individual work plans and budgets must be submitted for each year of funding requested. If a Tribe wants to request more than two years of funding, please talk to your Project Officer.

Tribes and Tribal consortia seeking funds to assist EPA with implementation of the Clean Air Act rules and regulations, particularly the Federal Air Rules for Reservations in Idaho, Oregon and Washington, should clearly outline these tasks in their proposals.

We anticipate awarding all grant funds to Region 10 Tribes and consortia with an ongoing air pollution concern(s) and Tribal capacity to address them. These awardees include applicants who have established eligibility under Clean Air Act Section 105 and have existing air grants, those who are currently performing Clean Air Act Section 103 projects, or those with whom Direct Implementation Tribal Cooperative Agreements have been negotiated and are being implemented.

Tribes or Tribal consortia selected for funding may be offered less than the amount requested depending on the number of proposals received and the FY 2026 budget allocation for Region 10. We expect to have limited funds available for new projects and initial air quality assessment needs.
