WIFIA Public Borrowers
In the letter of interest, the prospective borrower provides information to demonstrate the project’s eligibility, financial creditworthiness, engineering feasibility, and impact on statutory scoring criteria. If EPA selects the project, the prospective borrower is invited to submit an application. EPA will only select projects that it expects might reasonably proceed to closing.
EPA updated its letter of interest and application forms in January 2025. For the remainder of the current funding round, the WIFIA program will continue to accept the earlier letter of interest and application forms, in addition to the updated forms to support borrowers that have already begun working on their letters of interest and applications.
The forms on this page are for public entities, including but not limited to, local governments, water districts, special utility districts, and other entities using taxes or system revenues to secure their loans. WIFIA Forms
Letter of Interest
Prospective borrowers should submit a completed letter of interest form for their project to the WIFIA program. In the letter of interest, the prospective borrower provides information to demonstrate its project’s eligibility, financial creditworthiness, engineering feasibility, and impact on statutory scoring criteria.
Application
If EPA selects the project, then the prospective borrower is invited to submit an application. EPA will only select projects that it expects might reasonably proceed to closing. The application will give EPA additional information on the proposed project costs, timeline, and approvals, as well as information on the borrower’s credit and legal background.
