Recycling Grant Selectees and Recipients

The Infrastructure Investment and Jobs Act provides unprecedented funding for grants authorized under the Save Our Seas 2.0 Act to support state and local waste management infrastructure and recycling programs.  

The Solid Waste Infrastructure for Recycling Grant Program is a program under the Infrastructure Investment and Jobs Act providing funding to improve post-consumer materials management and infrastructure, support improvements to local post-consumer materials management and recycling programs, and assist local authorities in making improvements to their waste management systems. The law also focuses on improving the effectiveness of residential and community recycling and composting programs through public education and outreach.

In 2023, EPA announced selectees for the recycling grants for Political Subdivisions and States and Territories, as well as selectees for the recycling grants for Tribes and Intertribal Consortia and selectees for the Recycling Education and Outreach Grant program. EPA made the first round of awards throughout 2024 and early 2025. On August 25, 2025, EPA awarded the remaining Recycling Education and Outreach grant funds. On December 12, 2025, EPA announced the selectees for the second round of funding for the SWIFR for Political Subdivisions Grant Program. On July 29, 2026, EPA announced the selectees for the second round of funding for the SWIFR Grants for Tribes and Intertribal Consortia.

Recipients and Selectees for the Solid Waste Infrastructure for Recycling Grants for Political Subdivisions

EPA has provided two rounds of funding under the Solid Waste Infrastructure for Recycling Grants for Political Subdivisions. In round two (December 2025), 307 local governments across the U.S. submitted applications, requesting a total of approximately $1.072 billion in funding. EPA selected 16 applicants to receive approximately $62 million in funding, representing approximately 6% of the total funding requested. Selected communities will receive grant funds once all legal and administrative requirements are satisfied.

In round one (October 2023), EPA received applications for funding from 311 local governments across the U.S., requesting a total of approximately $834.4 million in funding. EPA awarded 25 grants totaling approximately $72.9 million in funding, representing approximately 9% of the total funding requested. Funded projects across the country are enhancing and improving infrastructure to advance reuse, recycling, composting, and anaerobic digestion.

Recipients for the Solid Waste Infrastructure for Recycling Grants for States and Territories

All 56 out of 56 eligible states and territories requested funding, highlighting the critical need for federal investment in this area. EPA allocated approximately $32 million in funding across all states/territories based on a series of allocation factors and the total amount of available SWIFR funding. Funding is available for planning, data and measurement, and implementation of plans.

Recipients and Selectees for the Solid Waste Infrastructure for Recycling Grants for Tribes and Intertribal Consortia

EPA has provided two rounds of funding under the Solid Waste Infrastructure for Recycling Grants for Tribes and Intertribal Consortia. In round two (July 2026), 151 Tribes and intertribal consortia submitted applications, requesting a total of approximately $180 million in funding. EPA selected 23 applicants to receive approximately $28 million in funding, representing approximately 15% of the total funding requested. Selected applicants will receive grant funds once all legal and administrative requirements are satisfied.

In round one (November 2023), EPA received 84 applications for funding from tribes and intertribal consortia, requesting a total of approximately $83 million in funding. EPA awarded 58 grants, representing approximately 67% of the total funding requested. Tribal and intertribal consortia recipients are focusing on planning, measurement, implementation, and purchasing much-needed equipment to facilitate the collection and recycling of materials.
